Declare the customer/location surcharge maximum

/api/v1/locations/:locationId/surcharge-disclosure

Declare the maximum actually disclosed to customers, including posted native POS disclosure. Null/omission retains the declaration; clear explicitly removes it. Zero is a declared zero maximum, never verification that processor enrollment is off. Actor and reason are audited atomically.
